Emergency and Environmental Compliance
Pioneer Oil is committed to emergency response and environmental compliance planning. Believing that prevention is our number one weapon against spillage, we strive to provide the very best in training and education for our drivers. Whether it's helping our customers generate an emergency response plan, working with the city on an environmental compliance plan or providing extended services during an unexpected power outage, Pioneer Oil is determined to endorse management practices for on-site fueling with the best interests of our customers and the environment in mind.
The following On-Site fueling guidelines are adopted by Pioneer Oil:
- Have customers centralize fueling activities, as much as practical, in one location designed with protection and containment features.
- Employees performing fueling activities shall remain with the vehicle being fueled at all times.
- On-Site fueling vehicles shall try to be no further than 50 feet from the vehicle being fueled.
- All Pioneer Oil on-site fueling vehicles shall be equipped with adequate absorbent material in case of accidental spill or hose breakage. All spill kits contain oil absorbent pads, brooms for water and large clean-ups, absorbent material containment bags, a 20 gallon sealable containment bucket and two 20 pound fire extinguishers.
- Employees performing fueling activities shall be properly trained in pumping equipment emergency shutdown and spill response procedures. Fueling nozzle shall be equipped with an automatic shut-off mechanism. At no time shall the automatic shut-off mechanism be bypassed.
- All Pioneer trucks and drivers are equipped with a remote control valve shut off. This affords each driver the ability to close the electronic fuel valve, immediately stopping the flow of product incase of an emergency.
- The Oregon Emergency Response System (OERS) spill contact number and directions for spill reporting shall be posted in or on the On-Site fueling vehicle. OERS 1-800-452-0311. Contact the City at 503-823-7180 if the sewer system is impacted or threatened.
- Location of additional cleanup materials on individual sites should be made available to employees conducting fueling operations.
- On-Site fueling services shall have an environmental cleanup contractor available (on call) to respond in the event of a fuel spill. We are required by law to be fully responsible for any spill, leak or unauthorized discharge.
- On-Site fueling vehicles should be stored in a manner that minimizes exposure and releases to the environment. Secondary containment structures and fueling equipment should be routinely checked for leaks or degraded components.
